I dunno why the recordings weren't ever released, but at least they're coming out now. Because I would imagine that these recordings are properties of the show and not Hank's estate. I know that the nephew of the Gershwins who is now in charge of their estate is much more picky about licensing things like Porgy and Bess than his aunt was. Leaving that much "Hank" on the shelf for so long isnt much different than discovering a ton of Abe Lincoln speeches that were written but never were given, cuz ya know, the whole assasination thing...
