It'd be hard to argue that the stranger's story isn't at least a bit overdone. But if "Cactus in a Coffee Can" were a true cheesy 90s story song, the speaker would end up (a) having somehow played a part in the story of the mother, (b) changing the course of the stranger's life by hearing her out, or (c) something else similarly improbable. Instead, they bond over a story and depart as friends who won't ever see each other again. The simplicity of that framing narrative shows a lot of faith in the power of storytelling, which is why it's such an interesting song to put right up front on the album.
